Although future demands in China may necessitate

considerable numbers, it is suggested that thxMADE every

effort should be made meantime to keep the numbers trained

in relation to the posts available which are suitable for

graduates. To turn out more than that, especially by the

stimulation of scholarships or allowances, would be une con-

omic and would probably produce discontent.
